Family and friends are remembering Thomas E. “Tom” Dewberry, who passed away suddenly on Sunday, December 7, 2025.

Born on April 29, 1951, in Baltimore, Tom was the second son of the late Frederick L. and Elizabeth Dewberry. He shared 51 wonderful years of marriage with his beloved wife, Jamie, and was a devoted husband, father, brother, grandfather, and friend.

Tom began his education at St. William of York in Baltimore and graduated from Loyola High School in 1969. He continued his studies at the University of Maryland, Baltimore County, earning a Bachelor of Arts in History in 1973. He went on to graduate from the University of Baltimore School of Law in 1977 with a Juris Doctor and was admitted to the Maryland Bar.

Tom began his professional life as an attorney, later serving as treasurer for the National Conference of Regulatory Attorneys Convention in 1988. A dedicated public servant and lifelong Democrat, he was a delegate to the 1988 Democratic National Convention. He was appointed to the Maryland House of Delegates in 1989, representing District 12 until 1994, and continued his legislative service in District 43B from 1995 until his resignation on May 22, 2002. From 1997 until May 2002, Tom held the distinguished role of Speaker Pro Tempore of the Maryland House of Delegates. In 2002, Tom became the Chief Administrative Law Judge of the Office of Administrative Hearings, a position he held until his retirement in 2019.

Throughout his career, Tom built lasting relationships and earned deep respect for the integrity, dedication, and strong work ethic he brought to every position. Colleagues valued not only his leadership but also the genuine kindness and fairness he extended to all.

Tom is survived by his wife, Jamie; his daughter, Katie, and her husband, Marc Dixon; and his granddaughters, Presley and Sawyer; his son, Steven Dewberry, and his wife Tori. He is also survived by his siblings Dan Dewberry, Dr. Robert Dewberry, and Betsy Taylor as well as extended family, including nieces, nephews, and loved ones. He is predeceased by his eldest brother Dr. Lawrence Dewberry.

Tom found joy in many things—playing golf, following University of Maryland sports, and cheering for his beloved Baltimore Ravens and Baltimore Orioles. He cherished traveling with his family, whether close to home or across the world. Above all, his greatest pride and joy were his children and grandchildren, who were truly the lights of his life.

Family and friends may gather at Candle Light Funeral Home, 1835 Frederick Rd., Catonsville, MD 21228, on Sunday, December 14, for a visitation from 2–4 p.m. and 6–8 p.m. A Mass of Christian Burial will take place at St. Mark Catholic Church, 30 Melvin Avenue, Catonsville, MD 21228, on Monday, December 15, at 11:00 a.m.

Tom will be deeply missed and forever remembered for his warmth, his faith, and the love he shared so freely with his family and friends.
